C: What missing in this answer you still need to set up Pieces in the utem unit of measure as 1 and then BOX 12 så you can say C is incorrect as well due to that it doesn't have all the info.

The answer is C

You select the base unit of measure on the item card Item fast tab.  The qty of the Base unit is automatically set to 1 in Item Unit of Measure card so B is not right.

When you select a "base unit of measure" as PCS then PCS as "item unit of measure" is automatically created against that item, Then you will add the remaining BOX & pallet unit of measure.

B is a generic unit of measure. The correct base uom is in Pieces and since customer wants  to sell Boxwx (and pallet), we have to setup Box with 12 pieces.
